DICSE: Digital Cities for a Smart Europe

DICSE has the aim to create a model of " Digital City " in which digital services are addressed to users.

go_digital_500In Europe, the introduction of new forms of citizens participation are renowned as important element of the modernization process of democratic institutions and social inclusion. ICT are changing the relationship between local government and citizens, encouraging the active participation of users in the management of public affairs, through the formulation of proposals concerning the needs of community, as well as the evaluation of local services. The role of citizen is no longer that of a mere consumer of services, but he becomes an active part in the process of innovation, contributing to the change in their cities. Through this involvement, citizens, at local and European level, will be able to contribute in designing their services. For this reason, the project " DICSE " has the aim to create a model of " Digital City " in which digital services are addressed to users. The cooperation between the municipalities of the network and the exchange of good practices between different countries and cultures will be essential to create a model of " Smart City" and to ensure a digital development in line with the demand that comes from citizens. The project " DICSE " involves five Municipalities and five no-profit organizations of civil society, of five Countries. It is expected an involvement of 3.000 people of which 330 are directly involved in project activities, others ( 600 people ) will be involved through interviews - face to face - and others ( 2.000 people ) through on-line questionnaires. In the European Conference (EC) the representatives of Municipality and citizens will be able to discuss on issues concerning the Digital Agenda: e-democracy, computer literacy and digital divide, e-participation, public communication and social media. In Reggio Calabria will be held an International Conference to present final results of the project, also among the cities partners will be signed a "Memorandum of Understanding" with the commitment to put in practices what they have learned during the project and to carry out common initiatives concerned the European Digital Agenda even after the end of the project.

Europe for Citizens 2014

Objectives of the action and of the Europe for Citizens programme 2014: - to contribute to citizens' understanding of the Union, its history and diversity. - to foster European citizenship and to improve conditions for civic and democratic participation at Union level.

Aims of the project

Specific aims of the project - Encourage democratic and civic participation of citizens at Union level, by developing citizens' understanding of the Union policy making-process and promoting opportunities for societal and intercultural engagement and volunteering at Union level.

The topics

The project aims to promote European citizenship and improving conditions for civic participation and democracy at the EU level. The topics covered by the project, will be of public interest and will be examined in terms of the European perspective. At the same time, during the project, will be analyzed aspects concerning the democratic participation and involvement of citizens in the delineation of Community policies. Dicse intends to develop a strong, dynamic and lasting "network of cities", united in their diversity by a common challenge, the one that will define a model of "Digital City" European Digital Agenda, through public participation dialogues and citizens vote.

Civil Society

Through the involvment of civil society organizations, will be able to: facilitate the exchange of views between the same citizenship and local policy makers, improving social cohesion; participate in public decisions for the design of local services oriented to the real needs of the citizen; discuss together with the local authorities, the impact of EU policies on local situations.

Involvement of People

For the involvment of almost 3,000 people (including 330 direct participants), the DICSE project, will implement Questionnaires on-line version: English - Spanish - Italian - Bulgarian - Polish - Portuguese , website, facebook, twitter, and an application (App) "DICSE" for mobile devices

ICT tools

ICT tools, developed and used in the project, altogether represent a technological "fair" platform, where participants from different horizons and the other parties will act together, exchange information (with a bottom-up) and will share individual and collective opinions, processed in the form of recommendations for future EU policy.

 

InfoDay and International Conferences

4 local events Infoday and 5 European Conferences

Infoday

4 local events Infoday (1 day), will take place in each country. The Infoday, with the use of "Open Space Technology" (OST), is for a better involvement of citizens in discussing with local decision makers. They will discuss on common issues that particularly concerned the daily life of citizens. The municipalities will be responsible for the organization of local events in each country, ensuring the presence of local policy makers and the citizens, supported by the non-profit organizations of civil society involved in the project. The added value of the project is the close cooperation between civil society and local authorities, strengthening the democratic dimension. The first Infoday has been held in La Coruña - Spain (day 15/04/2015).

European Conferences

International Conferences (3 days): PT, BG, PL, ES and final conference in IT. In the European Conference (EC) the representatives of Municipality and citizens will be able to discuss on issues concerning the Digital Agenda: e-democracy, computer literacy and digital divide, e-participation, public communication and social media. First European Conference of DICSE, in La Coruña(Spain) from 8 to 11 June 2015.

Committee

Steering Committee, finalized to internal evaluation step by step on the progress of the project; applicant and partners will keep fluid communication, exchanging information and supporting the development of the project. This communication will be settled during the European conferences, under internet facilities, email, the creation of specific collaborative networking web platform, and video-conference.
